To install Hardware Support Packages and Optional Features on a computer that is offline or behind a Proxy/Firewall, you will need to use the stand-alone downloader to obtain the files needed.
Download Hardware Support Packages and Optional Features
As of R2018b, a Support Software Downloader for Hardware Support Packages and Optional Features is available that allows you to download them for releases R2016b and above without having to install MATLAB on another machine.
_Note: Select the platform that corresponds to the machine that is connected to the internet. _
  1. Download and run the file from the URL below:* <https://www.mathworks.com/support/install/support-software-downloader.html>
  2. Login to a MathWorks account when prompted
  3. Select and Download the Support Software
  4. Move the files to the target machine
Install on machine without internet or behind a firewall/proxy
Inside of the files that were moved over, there is a readme text document in the support package that explains the process to start the installation process. Please run through those steps to install your support package.
This process is for MATLAB R2016b and above. Please see the following article for information regarding prior releases:
How to download a Support package for installation on an offline computer for MATLAB R2016a and below?

AHa , I have figured it out, the 'readme'file is not in the "Support Software Downloader "package ,but in the support package you downloaded.
I just paste it here:
This is a guide for installing previously downloaded support software.
Table of Contents
-----------------
1. Copy downloaded software
2. Interactive Installation
a. Windows
b. Linux
c. Mac
3. Silent Installation
a. Windows
b. Linux
c. Mac
1. Copy downloaded software
---------------------------
Copy this entire folder to a shared network drive or removable media and then access the
copied folder from the computer on which you want to run the installation.
2. Interactive Installation
---------------------------
The interactive installer will start MATLAB and then the installer in a separate window. The
executable takes a single argument; the path to the location of the previously downloaded
files. All available support packages in the specified download folder are presented.
In a command prompt, type the following:
a. Windows
cd DRIVE:\<MATLAB_PATH>\bin\win64
install_supportsoftware.exe -archives <path_to_download_folder> [-matlabroot DRIVE:\MATLAB_PATH]
For example:
cd C:\MATLAB\R2018b\bin\win64
install_supportsoftware.exe -archives C:\Users\jsmith\Downloads\MathWorks\SupportPackages\R2018b\
b. Linux
cd <MATLAB_PATH>/bin/glnxa64
./install_supportsoftware.sh -matlabroot <MATLAB_PATH> -archives <path_to_download_folder>
For example:
cd /opt/MATLAB/R2018b/bin/glnxa64
./install_supportsoftware.sh -matlabroot /opt/MATLAB/R2018b -archives /home/jdoe/Downloads/MathWorks/SupportPackages/R2018b
b. Mac
cd <MATLAB_PATH>/bin/maci64
./install_supportsoftware.sh -matlabroot <MATLAB_PATH> -archives <path_to_download_folder>
For example:
cd /Applications/MATLAB_R2018b.app/bin/maci64
./install_supportsoftware.sh -matlabroot /Applications/MATLAB_R2018b.app/ -archives /Users/jdoe/Downloads/MathWorks/SupportPackages/R2018b
3. Silent Installation
----------------------
NOTE: The silent installation of support packages is only available in MATLAB releases R2018a
and newer. For MATLAB releases before R2018a, see the interactive installation instructions.
The silent installer executable takes two arguments; a path to the location of the previously
downloaded files and the location of the input file. The input file is used to specify the
support packages that are to be installed.
In a command prompt, type the following:
a. Windows
cd DRIVE:\<MATLAB_PATH>\bin\win64
SupportSoftwareInstaller.exe -downloadfolder <path_to_download_folder> -inputfile <path_to_input_file>\ssi_input.txt
For example:
cd C:\MATLAB\R2018b\bin\win64
SupportSoftwareInstaller.exe -downloadfolder C:\Users\jsmith\Downloads\MathWorks\SupportPackages\R2018b -inputfile C:\Users\jsmith\Downloads\MathWorks\SupportPackages\R2018b\ssi_input.txt
b. Linux
cd <MATLAB_PATH>/bin/glnxa64
./SupportSoftwareInstaller -downloadfolder <path_to_download_folder> -inputfile <path_to_input_file>/ssi_input.txt
For example:
cd /opt/MATLAB/R2018b/bin/glnxa64
./SupportSoftwareInstaller.sh -downloadfolder /home/jdoe/Downloads/MathWorks/SupportPackages/R2018b -inputfile /home/jdoe/Downloads/MathWorks/SupportPackages/R2018b/ssi_input.txt
c. Mac
cd <MATLAB_PATH>/bin/maci64
./SupportSoftwareInstaller.sh -downloadfolder <path_to_download_folder> -inputfile <path_to_input_file>/ssi_input.txt
For example:
cd /Applications/MATLAB_R2018b.app/bin/maci64
./SupportSoftwareInstaller.sh -downloadfolder /Users/jdoe/Downloads/MathWorks/SupportPackages/R2018b -inputfile /Users/jdoe/Downloads/MathWorks/SupportPackages/R2018b/ssi_input.txt

I also couldn't find any instructions about the installation of the tool. When i tried to run setup.exe in the folders in the package i took " Error finding installer class , an exeption occured while looking for class" error. Did you encounter similar problem or did you install the tool correctly? Could you please help me ?

SOLUTION
Hi,
After looking over this issue nights and days, I finally have a solution. This solution was given by the MathWorks technical support.
This solution is for Windows computers
On the online, internet connected computer, follow the instruction as given above by the MATLAB Support Team.
Now, after transferring the files to your offline computer, follow the instructions below:
*************
  1. Make sure your Support Package folder is on the same hard drive as your MATLAB installation. If not, move it.
  2. Open CMD
  3. (In CMD) Make sure your path is on the same hard drive as your MATLAB installation drive. If not, change it by typing:
D:
(to change it to D drive, for instance)
4. (In CMD) Change directory to your MATLAB folder, e.g.
cd “C:\Program Files\MATLAB\R2017b\bin\win64”
5. (In CMD) Type:
install_supportsoftware.exe -archives "<YOUR SUPPORT PACKAGE PATH>"
e.g.
install_supportsoftware.exe -archives "C:\\Program Files\MATLAB\SupportPackages"
NOTICE: the path should end in the directory in which there exists an “archives” folder.
6. A new MATLAB window and an installation window should open.

Hello Mohamad, Have you tried downloading the support packages you need the way I explained above (via the Windows Command Prompt)?
Moreover, do these support packages require any additional Toolboxes? If so, you wouldn’t be able to install them unless you buy the toolbox.
With kind regards, Liron Stettiner
