To install Hardware Support Packages and Optional Features on a computer that is offline or behind a Proxy/Firewall, you will need to use the stand-alone downloader on a machine that can connect to MathWorks to obtain the files needed.
The Support Software Downloader for Hardware Support Packages and Optional Features allows you to download Support Packages for releases R2016b and above without having to install MATLAB on another machine.
Note: Select the platform that corresponds to the machine that is connected to the internet.
Inside of the files that were moved over, there is a readme text document in the support package that explains the process to start the installation process. Please run through those steps to install your support package. The same readme.txt has been attached to the article
This process is for MATLAB R2016b and above. Please see the following article for information regarding prior releases:

The domestic Internet speed is too slow to access foreign servers and is prone to errors. It is recommended that Mathworks put the third-party package on google drive or baidu network disk. -----from china

SOLUTION
Hi,
After looking over this issue nights and days, I finally have a solution. This solution was given by the MathWorks technical support.
This solution is for Windows computers
On the online, internet connected computer, follow the instruction as given above by the MATLAB Support Team.
Now, after transferring the files to your offline computer, follow the instructions below:
*************
- Make sure your Support Package folder is on the same hard drive as your MATLAB installation. If not, move it.
- Open CMD
- (In CMD) Make sure your path is on the same hard drive as your MATLAB installation drive. If not, change it by typing:
D:
(to change it to D drive, for instance)
4. (In CMD) Change directory to your MATLAB folder, e.g.
cd “C:\Program Files\MATLAB\R2017b\bin\win64”
5. (In CMD) Type:
install_supportsoftware.exe -archives "<YOUR SUPPORT PACKAGE PATH>"
e.g.
install_supportsoftware.exe -archives "C:\\Program Files\MATLAB\SupportPackages"
NOTICE: the path should end in the directory in which there exists an “archives” folder.
6. A new MATLAB window and an installation window should open.

Is there the option to install support packages offline for users who do not have local admin rights on their workstation, but who still access a network license manager thus confirming they are valid licensed users?

I also couldn't find any instructions about the installation of the tool. When i tried to run setup.exe in the folders in the package i took " Error finding installer class , an exeption occured while looking for class" error. Did you encounter similar problem or did you install the tool correctly? Could you please help me ?

hello guys when i try to download the support package for usbwebcam in r2017b, i get an error.
Then when I try to download from the internet using the link above i instead download usbwebcams.mlpkginstall.
Each time i run this file it opens matlab and tries to install it and i get the same error.
Please can someone help me with a solution or with the zipped package?

I had this same problem, but it was due to a proxy I was behind. Changing network connection solved it.

The firmware upload to the UAV is taking alot of time. The firmware is already built. Can you suggest an solution for the problem?

It took 2 hours, but didnt complete the upload. I tried it a second time, but it didnt finish then either. Can you suggest a way around this problem. Also how long does it usually take?

I've the same Issue, i tried to install and run some code calling winvideo.
It works on my computer, where i've installed Image Acquisition Toolbox Support Package for OS Generic Video Interface
but when i publish my app (using : mcc -m myfile.m) on another computer, (Having previously installed the version of MatLab MCR to run my code) i met the Error "No adaptator support package installed ... "
I tried to install the support packgae on the Client PC, with the support software downloader tool, but I don't understand the Readme.txt file that asks to execute a command in the Matlab/bin/win64 folder. I don't have access to this path, because matlab is not installed on this PC. And it specifies that we can install it without Matlab being installed.
I've also tried to publish my app with the Application Compiler, including the support package , but the result is the same...
