I have a RGB image which I decompose into 3-planes i.e. R, G, B. Now I need to apply Quadtree Decomposition on each component(R,G,B) separately so that i can change its threshold in each level.

This is not a question, just a statement of your goals. And, well, it is good that you know what you need to do. We are all happy for that. But you need to do your own homework, your own work in general. That is how you will learn.
