PID Digital Controller Design

Hi I design a PID controller for a buck converter and discrete it by matlab with ZOH and Ts=500 ns and it work. However, this controller does not work for other time-step, such 100 ns or 1000ns. For other time-step the output is 0! How we can find the optimum time-step to for a digital controller?
