Why matlab use lteSCFDMAModulate to generate nb-iot dl wave?

In "NB-IoT NPDSCH Block Error Rate Simulation" example, why we use function "lteSCFDMAModulate" to generate nb-iot dl wave"? According to 3GPP, for NB-IoT dl, the demodulation shoud be OFDM; for NB-IoT ul, the demodulation is SC-FDMA.
