Is it possible to schedule the sample time in Simulink model? for ex. from t=0 to t=10ms time step=1e-5, for t>10ms time step= 1e-9

sample time in Simulink model:
from t=0 to t=10ms time step=1e-5,

No, as per my understanding, parameters such as step size and sample time are non-tunable during the simulation and cannot be modified. To use a different step size or sample time you would have to restart the simulation. Refer to these resources for more info:

You can use sim() with a StopTime of 10 ms with the time step having been configured to 1e-5. Then you would configure time step of 1e-9 and sim() with a StartTime of 10 ms and a StopTime as appropriate.
