There is a similar ask by Matlab(Link as below) which point to the Parallel Computing Toolbox.
However, I have uninstalled that package but still get the error

I'd do exactly what it says in the FAQ:
I also tried to install the documentation locally on a Windows 10 computer and got an error. I called tech support and they said basically that there is no more local documentation. All help needs to be accessed by your web browser.

Windows system can get the offline documentation from this page, however, the MacOS link is corrupted.

The answer that tech support gave @Image Analyst is incorrect. It is very much still possible to install documentation locally. Based on your last sentence, I think we are conflating two things:
  • Whether the documentation source is installed locally or hosted on the web. The default is on the web, but can be installed locally. We believe it is essential to continue to offer support for local documentation for computers that are always or often offline.
  • What browser you use to access the documentation. This is what changed - starting in 24b, documentation is now only accessed via your system browser (e.g. Safari, Chrome, Edge, ...). The MATLAB help browser has been removed.
I've asked leads from our doc team to take a look at this post.
