Two mouse clicks to activate the commad window on MAC OSX

The Command Window needs two mouse clicks to actually be active, this problem has been around for quite a while now and is super annoying. Really frustrating and slows me down. There's any way that I can setup a specific bottom of my mouse to directly active the command window?

Under what circumstances are you observing this?

On my Mac, when I test, the command window is active upon a single click.
