Signal_Blocks required to run gf class of Communication Toolbox

I'm trying to call the gf function of the Communication Toolbox for which I have an active license:
>> license('inuse')
communication_toolbox
matlab
signal_toolbox
simulink
but I get the following error:
License checkout failed.
License Manager Error -4
Maximum number of users for Signal_Blocks
reached.
Try again later.
