Why do I receive the following "Fatal Error On Startup" referencing a .dll file when attempting to launch R2023a or newer on Windows 10 or Windows Server 2016?
Fatal Error on Startup
std::exception: Loading C:\Program Files\MATLAB\R2023b\bin\win64\matlab_startup_plugins\lmgrimpl\libmwlmgrimpl.dll failed with error: The specified procedure could not be found.

This error can appear when using an unqualified version of Windows for R2023a or newer. This could be any unqualified combination of MATLAB and Windows.
Other than using an older release of MATLAB or upgrading to a qualified version of Windows for the MATLAB release in question, there are no known workarounds.
To check your exact Windows version, open Windows Command Prompt or PowerShell and enter in the command below:
winver
This will display a window that shows which version of Windows you are using.
  • For R2023a: You must be on Windows 10 20H2 or higher
  • For R2023b & R2024a: You must be on Windows 10 21H2 or higher
  • Windows Server 2016 is not supported on R2022a or newer releases
