How to simulate determining the angle from the initial conditions when the IPMSM motor is stationary using a power model?

Please refer to the following document page of IPMSM block.
You can define the initial values of Id Iq currents, angle and speed in the block mask.

Yes, the method used in the example: Estimate Initial Rotor Position Using Pulsating High-Frequency and Dual-Pulse Methods - MATLAB & Simulink Example (mathworks.com) is a closed loop technique similar to phase locked loop.
