Fill missing observations for a sensor reading.

Hello, the data was supposed to record sensor reading for calendar year 2005. The frequency is quarter hour "QHR" (0 to 3) every 15 minute. How can I fill the missing values in the frequencies for the length of the data is equal to the calendar year 2005. I attached a picture of the data bellow. Appriciate your help!

I suggest you use table2timetable and then retime

I tried to convert to this format below and used table2timetable, the part "hh:mm:ss" is constant everywhere. how do I fix this issue to move on to the next step (retime)? Thank you!
