to obtain the mean of the image through sliding window

Dear Sir, I have a image of size 212*320 and need to calculate the mean of it by using 3*3 sliding window and store that calculated mean value . Please help me have attached the draft copy of the code.

The code provides the LBP I need to convert it into LIBSVM format please help
