Why do I not have the Signal Labeler app even though I have the Signal Processing Toolbox installed?

I have updated my Matlab version (R2019b), uninstalled and reinstalled the Signal Processing Toolbox, closed and reopened Matlab, and I still do not have the Signal Labeler App. I have confirmed that I do have the toolbox installed (it is listed when I enter 'ver' in the Command Window). Signal Labeler does not show up when I search within the App search bar, nor does it open when I enter signalLabeler in the Command Window. Help!

I solved the issue- Signal Labeler is only available on newer Matlab versions (R2020 onward).
