Anyone knows how to fix this?

Try to use the Dependency Walker as suggested here Why do I receive a "specified module could not be found" error while running a MEX-file created from MATLAB 7.0.1 (... - MATLAB Answers - MATLAB Central (mathworks.com), it's a tool just made for this issue: How do I use Dependency Walker with MATLAB? - MATLAB Answers - MATLAB Central (mathworks.com)
Or/and check if the path is correctly initialized with:
!echo %PATH%
you should have the win64 path added possibly as first path
