Exec Error 8 when trying to install

According to instructions from my campus, I have downloaded the R2014b ISO for Windows (I run Windows 8.1), downloaded "SetupVirtualCloneDrive5470" and mounted the ISO. I also downloaded the license file for my campus. When I try to open the ISO or run setup.exe from the file explorer, it immediately returns "exec error 8 attempting to run e:\bin\win64\setup.exe" What does this mean and how can I fix it?

I had the same problem. Turns out that the 64bit version I downloaded was broken (only 2 GB big instead of something around 7GB). So I re-downloaded the .iso file and it worked out fine.
