How to fill a circle with different sized circles

Hi
I would like to create something very similar to this with packcircles. All I have is the background colours and foreground colours.

I am aware that there are some resources about how to fill a square with circles. https://uk.mathworks.com/matlabcentral/answers/405186-fill-area-with-random-circles-having-different-diameters
But I am not very familiar with the rejection sampling principle.
Any code with a bit more comments to help me to understand how this is achieved would be much appreciated.

There are 24 posts on circle packing:
Can you not figure out how to create one? By the way, you can use rectangle() to draw a color circle of a specified color.
