Open .b files in Matlab

Hello I have several files downloaded from the internet all with the extension .clq.b (the format is binary). I need to open them in Matlab or to convert them to a format that Matlab can recognize. These are the files: http://www.cs.hbg.psu.edu/txn131/clique.html

What happened when you downloaded and tried the converter that they have on that web site?

I got a message saying that cygwin1.dll was missing. I tried to install it but had no sucess.

And what happened when you asked the people on the web site who are trying to help you by posting this code? I would think they should know how to fix that.
