underwater image enhancement using optical model

I want to enhance any underwater image using the named algorithm.But I can't do it since I am beginner .The problem is I don't know how to estimate the background light.Please help me in the codes .ASAP PLEASE.. THE pdf which describe the algorithm is also attached with the question.
