How to do background subtraction on a video that has constant movement

My question is, what is the best method of doing background subtraction on a video that has constant movement? e.g. it would not have a frame where the background is fully in show.
I was thinking about getting a mode frame, by taking the mode of all frames within the video, and then using this frame to perform background subtraction, however I am unsure how to do this in code. Any help would be greatly appreciated, Thanks

If your background is not moving, try foreground detector. If you dont have enough frame that represents your background, reduce th enumber of "NumTrainingFrames".
