Finding the Settle Date

How can I find the details of the settle date in IRFunctionCurve.fitNelsonSiegel(Type, Settle, Instruments)? Is this the date we estimate the term structure? I checked the financial toolbox user guide as well, but not clear what the theoretical meaning of settle date. Thanks a lot
