How can applied FrFT of an ECG signal estimated as discrete fractional Fourier transform based on Eigen decomposition?

The signal is v and value of a is 0.001.

To compute the FrFT, you may use this contribution (I haven't tested myself). If you need the computation to be performed based on some research paper, then your chances that the people here read and know what paper you are referring to are not that high.
