Failed to build model for TI-C2000 with Simulink

I have installed and unistalled CCS10.0.2, countrolSUITE3.4.9 and Matlab2021b many times. But every time I tried to build this simple model, it always failed.
I have tested my board with CCS.
And the settings for hardware in Simulink is:
