reconstruct and rewrite text files ?

greeting all, i have a large amount of text files that i want to reconstruct and rewrite them in desired format i am very new in mat-lab and have to do this quest as soon as possible so i need some body help and assist to guide me through this, please find the attached files for the input file and the desired output file
