Can I run radial power spectra over a grid divided by windows using blockproc?

Over a grid of data I need to analyze the distribution of power by frequencies. I'm looking for an algorithm that will returm for every window the RPSD.
The final objective is to reproduce this process: http://www.archimedes-consulting.com.au/presentation/Archimedes_Horizon_Theory.pdf
