adjacent region

Hi suppose I have a matrix as follows:

I =

     1     1     2     2     1     1
     3     1     1     1     2     2

I need to find the adjacent region in a variable, here adjacent regions are J=

1 3

1 2

or J=

2 1

3 1

needs any of this two since 2 1 and 1 2 are same Is there any easy way to have this?

I do not understand how you are determining what a "region" is, or how you are determining what an "adjacent region" is ??
