Will App created in AppDesigner MATLAB 2017b work in MATLAB 2015a ?

No.
Usually, mlapp files created by App Designer can be open in previous versions with some compatibility.
But App Designer was introduced in R2016a, so R2015a cannot open mlapp files.

Then in which way should I make app or GUI so that it also can be useful in Matlab 2017 ?

It's not recommonded any more, but for older versions, you can use GUIDE.
