intlinprog function for assignment problem

I'm trying to use intlinprog function to solve a simple 2D assignment problem and it is not working. Here is the code I'm using
I'm getting the following answer No feasable solution found (I know the solution). I suspect a problem in the definition of my objective. How to define unallowed association (Inf, NaN)? Thank you
