How to design a two dimensional matched filter kernel?

The designed kernel should have values of sigma=1.5 and length=9.

In the reference paper matched filter kernel is expressed as

f(x,y)=-exp(-(x^2)/2*(sigma)^2) for y<=L/2.

A set of twelve 15x15 pixel kernels with 15 degree resolution has to be generated.

Please help me with an answer.
