That can be done with the Computer Vision System Toolbox: http://www.mathworks.com/products/computer-vision/description4.html. I don't have any code for that beyond what you can get from the web site.

Computer Vision only deals with optical methods. "tracking" can be done with a large number of different modalities. For example I saw an interesting item last year that showed that it was possible to track moving humans inside a house by examining modification of wi-fi signals being generated and measured outside the house.
