Can the radius of a Rack and Pinion Constraint depend on the rotation of the pinion?

In a "rack and pinion constraint" can I make the pinion non-circular? For example by making the radius depend on the rotation of the pinion (preferred) or by placing the pinion's rotation joint not in the center of the pinion.

If you are using this block, through release R2020a the ratio is fixed.
