selectivelySimplify

Flatten low-information portions of an image to achieve selectively lossy compression.

Detects and maintains, in full resolution, high-information portions of an image; and sets low-information portions to the mean local background color/value.

NOTE: You may use a lossless compression algorithm (imwrite) to save the simplified output of selectivelySimplify to keep the high-energy portions pristine (lossless), and the low-energy portions lossy. This can provide more efficient (selectively lossy) image compression.
