Conversion of cell to matrix when cell contain unequal matrices.

This function used for the cell to matrix conversion, if cell contain unequal matrices. Normal cell2mat function cannot convert cell to matrix if cell contain matrices of unequal sizes.
this function also can be manipulated to number of rows and columns. Just a bit concentration require to understand this function.
Its a very easy and small to understand.
in this 'seg' is a any cell having unequal matrices.
and output is single matrix.
