GUI to censor parts of an image

IMCENSOR is a GUI that will allow you to censor parts of an image that you don't want to be distinguishable.

It gives you the following four functions to censor with:
-Block mean, variable block size
-Horizontal mean
-Vertical mean
-Blackout
