This function is used to count number of decimals of a non-integer number.

It is complementary to the built-in function of "find" in MATLAB.

Let's say we want to find the index of a non-integer number within an array of non-integer number. However, it can be tricky if we do not round the array of numbers into same number of decimal of the non-integer number in query.

Hence, this function is used to solve this problem.
