does genetic algorithm consider only a specific range of variable in the given range

hi i am working on a project based on genetic algorithm. i have to minimize the net annual cost of a co-generation prime mover. i have given the range for the variable in the bound section of the tool box as 500 and 5000. i think it is considering only near to 5000 like 4700-5000. but that is not the answer. the actual answer is around 3000-3500. i have attached my code, is there a problem in defining the code? can anyone please help me?
