How do I change image scale?

I have a image that has the value of 716x716 double and size 716x716. However, I need to scale the image to a size of 128. Can I use the scale function to perform this or is there a different way scaling the image to a size of 128?

whatisit = double(Phantom_3_Defects(:,:,2))/255;
figure
imagesc(whatisit)

I have also attached the workspace file.

I1 = imresize(I,[128 128]) ;
