how to isolate specific sequence in a vector

I have a big column vector. What i know is that the minimum is 1.
I plotted it and the result is the image.
What i would like to do is to isolate and save with an ordered name the data sequence that allow to see the serie "1-max-localmax-1". the problem is that the value of maximum and localmax is always variable as well as the number of "1" within the waves. Practically I would like to isolate the data sequence that draw the couple of big ans small wave.
How I can do it?
