Write a Image border function

Create a function which frames an image. The input arguments are the image, a proportion p that defines the frame size, and the frame colour. The frame colour should be given as a vector of three numbers between 0 and 1. The proportion for the frame width should be taken from the smaller of the two dimensions of the image. The frame should be inside the image.
