.tif.dat Image analysis

I am currently working on handwritten image data and have a current need of being able to extract meaningful inference/ data from .tif.dat file that I have. As a non-user and novice in this area, does matlab have any standard commands through which I can view the image normally and perform any processing on it? Any links or suggested learning documentation in this area would be most welcome. The file can be accessed here:
