Hello,
The error that you are facing is a known issue. The resolution steps are described in this detailed MATLAB Answer here:

The problem you are facing occurs because you are installing from a directory containing accented or double-byte (e.g. Korean) characters. You can resolve the issue by moving the installer to C:\MATLAB.
