How to change color of any image or plotting to hsv color mode?

Actyally, I have the value of two principal components of data and the classes of the data sets and also colorvalue. Now I want plot PC1 against PC2 with this classification but the the color of classification will be according to the color value which I have. How to plot this. Here I am attching a excell file where I have mentioned all the values. Please help me to solve this.
