Cannot select compiler using MEX

I have been running R2013b Simulink successfully on Windows 7. Having upgraded to Windows 10, I cannot successfully select a MinGW compiler using MEX -setup. Note that these operations reside on a closed system.

What is a "closed system"? Did you install the MinGW compiler already? How did you do this? What does "I cannot" mean explicitly? Which message are displayed?

Closed system is meant to indicate no CD/DVD drive, no internet, downloads are from a server.
MinGW is already installed in C:\Applications\MinGW-w64-5.3.0\... It is on the MATLAB path. The error message is "No supported SDK or compiler was found on this computer. For a list of supported compilers, see http://www.mathworks.com/support/compilers/r2013b/win64.html. Unable to complete successfully.
Environment variable
MW_MINGW64_LOC is: C:\Applications\MinGW-w64-5.3.0\x86_64\mingw64\bin

I have upgraded to Matlab R2017b with MinGW 5.3.0, so close the book on this one.
