how can u develop traverse program

Given a set of 12 closed traverse points, their stadia readings and the forward and backward bearings for lines connecting them, how can i develop a program that can output a formatted table of the rise and/or fall between two consecutive points, reduced level elevations of all 12 points and the interior angles at each point. If the sum of interior angles exceeds that of a typical 12-sided polygon, the program should be able to use the average triangulation method to correct all other angles so as to minimize the error. Output should be on an external file in a tabular format.
