activity assignment by priority relation

There are two kums with active and list named activities. a random activity is selected from the activity set. If the activity of the selected activity is finished, this activity is transferred to the set of the list. If the predecessors of the successive activities of the activity transferred to the list set are finished, these activities are added to the active set. How can I model the process with this flow.
