Read off the graph. SOC starts from 0.0, so SOC_ini is 0.0

You will probably need to write your own code for this.

C1 and C2 and V0 are inputs to the model. "Given this input voltage and these capacitances, how does the battery behave?"

Read the section "Fitness function for Optimization" which shows that the purpose of doing the GA or PSO or Evolutionary Algorithm is to try to find those coefficients. They are outputs, not inputs.
