how can change and read 'data.csv' ?

like this picture,i have 1000*2 data, but my csvdata is with comma as point. so i can't right to read it with csvread or textscan. for example: (2,0e-5(Time), 3,52037e-2(voltage)), i can read only 1*4 double,like (2 0 3 520.37). so anyone have idea for this Situation ?
