one GPIB adress some how controls two instruments

Hello i am trying to control four instrument with GPIB connection ,in a connection which is shown bellow ,but i get a situation where from i adress of GPIB0::1::INSTR it sends the command to another instrument except the one which was not intended. why it happened?
