Designing Observer Based Controller

Hello Dear All,
I want to design observer based controller so that the eigenvalues of the observer are all at -3 while the eigenvalues of the controlled system are at -2.
for this LTI system, I did not understand where to start.
Any help is welcomed, thanks.

Short answer is pole placement command place from Control System Toolbox.
