Can I change sampling time of block (in Simulink Model) Dynamically?

I am using 'Delay' block from 'Discrete' library. I want to change its sampling time dynamically, Is there any way I can do it?

During Simulation? NO.
Before simulation? Programatically? YES check
set_param
