Nobody in their right mind would try to do what you want.
1. There is no a priori explanation of what the inputs and outputs are, much less what the program is supposed to do.
2. There are no comments between sections to explain what each section is supposed to do.
3. There are no comments explaining what important variables are and/or what they are supposed to do.
numairports = A*numlargecompanies + B*numcolleges
+ C*malepopulation + D*numprofessionalteams +E*numhospitals

Your comments are not sufficient to figure out what the program is intended to do or how it is intended to do the task.
It appears to me that probably most of the program could be replaced by a call to some of the Neural Network Toolbox routines.

It is a bad idea to shadow the built-in function "error" by a variable.
As long as the purpose of the code is not defined exactly, it is impossible to decide if the code is correct.
